The World bank index report 2016 on Logistics skills gap supplemented the analysis of the World Bank/Kuehne Logistics University (KLU external reviewer report).Index report 2016 edition for the first time included a question on logistics skills and competencies. The gap of qualified needed logistics staff personnel included:

1. Operative staff, for example, truck drivers or warehouse pickers

2. Administrative staff, for example, traffic planners, expediters or warehouse clerks

3. Logistics supervisors, for example, warehouse shift leaders or traffic controllers

4. Logistics managers, for example, those responsible for transport, warehousing operations or Supply Chain Management.

This programme is aimed to prepare students to acquire competencies through problem based learning and challenge driven education. With the help of the stakeholders in the industry it is destined to bring practice to class room.

The proposed BSc in Procurement, Logistics and Supply Chain Management is unique in its content and approach of imparting competencies to the students. This is a need based programme tailored to the specific conditions of Rwanda geographically and economically. The programme coverage is designed keeping in the background of hilly terrain and land locked aspect of the country.

The government of Rwanda is developing the National Freight Transport and Logistics Policy which will improve logistics services offering, institute an efficient transit and trade facilitation, develop logistics facilities, and improve trade finance and trade system, and a set up logistics governance. Considering such shortfall of such skills at the present time, the College of Business and Economics proposed to remedy the situation through establishment of a degree programme in Logistics and Supply Chain Management to create a pool of qualified personnel to reduce the skills gap and contribute to country's vision.
